Responsibilities & Accountabilities

Candidate shall be required to:


  • Interpret Official Cargo manifest for all vessel shipment
  • Maintain records of all cargo carry units and ensure they are in compliance with
    • recommended current lifting colour code and other relevant QA/QC activities.
  • Support cargo carrying unit contract management by ensuring optimal utilization and quick
    • turnaround.
  • Closeout of non-conformance practices raised during any shipment voyage report.
  • Responsible for all inbound and outbound material movement vessel shipment required for
  • optimization of Operations. And maintain the inventory.
  • Oversees the transfer of materials from supply base to offshore assets.
  • Liaise with vendors to ensure on-time delivery of materials to the supply base.
  • Ensure proper record keeping of all manifests (backload and loadout)
  • Monitor and ensures prompt recertification of units and baskets when due.
  • Collaborate with various departments (asset, R&D, and warehouse) to coordinate and manage material requests.
  • Attend onshore and offshore marine logistic daily meeting and make relevant input based on major activity plan (MAP) for material delivery to aid vessel optimal utilization. Also liaise outcome with the production team.
  • Advise the Lifting team on shipment arrival and offload plan.
  • Execute Material Call forward from supply Base to Bonga using backload manifest as
    • reference. Ensuring that spares are properly preserved from being destroyed.
  • Provide safe, reliable and on-time delivery of Logistics Accounting Services
  • Coordinate and administer support and quality control at Company’s supply Base to enable reduced non-conformity instances to ordered supplies
  • Quality check at source and administer support to the offshore support teams in delivering offshore related items and logistics coordinated support to the Asset.
  • Analyze daily reports and performance through customer feedback to identify shortfall and ensure customer satisfaction.
  • Ensure all warehouse operations call out are delivered in line with Health Security Safety, the Environment and social performance (SEAM) framework and in compliance with 9 IOGP life saving rules.
  • Collate weekly/monthly report of MM KPI dashboard.
  • Manage and report all Project/surplus material issuance process DMI.
  • Continuously engage deliverables for material delivery/material trackers meeting-geared at fast-tracking material delivery.
  • Pursue the goals of no harm to people, no leaks, and no ethical breaches “Goal Zero’’ and proactively promote the Life Saving Rules, Human Performance and CARE.
  • Participate in customer engagement meetings in order to achieve top quartile Supply base service delivery in support of Production Land and Marine fuel Operations.
  • Supervise fuel attendants and ensure close out FMS requests.
  • Ensure timely deployment of resources (AGO, PMS) in support of production, land and marine.
  • Including shutdown activities in line with approved plans.
  • Daily monitoring of consumption data and calculation of endurance levels across Company offices, residences, and marine vessels via the powerBi tool.
  • Expediting of FMS requests execution status and follow ups with various Logistics Service providers to ensure safe and on-time delivery of fuels and close out after receipt.
  • Ensure that only valid vessels with coastal vessel license are utilized for deliveries. Review and confirm vessels Naval clearances, GMAS and pre-mob status prior to vessel acceptance for delivery.
  • Manage chargeback for all fuel operations activities, ensuring that customers from various functions receive accurate data on cost of AGO/PMS received.
  • Collate Supply Base fuel related services costs per request/activity to ensure costs visibility and appropriate chargebacks for routine and other activities.
  • Carry out monthly reconciliations and advice user teams on accruals.
  • Participate in the ILS meeting and Company’s integrated meeting to review and pick up actions for the fuels team.
  • Continuously identify opportunities to reduce HSSE risk exposure and continuous improvements in AGO/PMS movement through optimization and integration.
  • Support the implementation of fuel improvement initiatives – fuel monitoring project activities across the company.
  • Ensure all AGO & PMS storage tanks permit are renewed and validated before due date liaising with NMDPRA for the residences and offices.
  • Data analyst of fuel data to show consumption figures, dispensed figures and cost analysis for presentation to Supply Base Manager for Leadership presentation.
  • Liaise with all end user, procurement, and warehouse teams to provide required services to the operations & production maintenance team.
  • Carry out inspection of offshore procurement delivery via Logistics and ensure they are captured for voyage.
  • Liaise and communicate with Chemical /Food contractors on delivery and inspection before delivery of product for QA/QC.
  • Manage and maintain all stock and Project/Surplus inventory of Maintenance, construction/project, Marine & operations materials.
  • Supervise and ensure daily customers request are properly addressed.
  • In conjunction with the Catering contract holder, reviews and approves instructions for adequate point of inspection operations; determines appropriate documentation for all food supply and inventory.
  • Assist the contract holder with the contractor obliging complying with agreed quality product and services.
  • Verify and maintain quality control records of items for shipping and recommends trains and supports quality staff to assure effective and competent performance delivery of quality services.
  • Participate in the review of all documentation to assure conformance to KPI’s (quality control standards). This can include review of existing SOP’s, Daily inspection sheets, procedures, testing and customer contract specifications.
  • Review and oversee implementation of contract, reviews, makes recommendations regarding facilities, equipment, staff, procedures, and systems to carry out effective implementation of KPI’s.
  • Supervise daily procedures and workflow, for effective and smooth operations while
  • minimizing health risk.
  • Ensure support services for timely product delivery of food & services in response to client expectations and laid out specifications and to ensure a quality production process that meets established standards and achieves desired results from the use of raw materials.
  • Oversee schedules for the 24hrs of operations support to ensure timely output of products in response to customer orders while maintaining efficient levels of inventory. Support allocation and use of support staff to ensure fulfilment of facilities & services schedules in all areas at the most efficient cost.
  • To ensure proper operation and maintenance of all facilities equipment owned by the company in the establishment and oversee procedures for the effective performance of caterers to the said tasks and to supervise staff in the proper execution of those procedures. Directs, recommends, trains and adherence to workplace safety policies QHSE requirements.
  • Make recommendations for optimizing costs, enhancing quality output of the catering delivery to offshore facility managers and contract holder and to maintain or improve the quality of the service delivery process.
  • Responsible for identifying and analyses potential risk and laying out procedures to minimize and eradicate these by proper procedures and supervision on board.
  • Provides daily (verbal), weekly and monthly reports on KPI’s performance, and compliance of the facility provider to the Shell Base manager.
  • ISO 14001 regulations to be implemented and followed in line with contract management scope for catering services.
  • Additional responsibility on this service will be the provision of vendor yard inspections services and reports to ensure issues are addressed onshore.
  • Work location is Onne and Lagos, staff may be located in either Port Harcourt or Lagos.

Minimum Qualification Skill and Experience

Possess the following required qualifications:

  • Minimum of upper in BSC or its equivalent HND in engineering field preferably.
  • Five (5) years Minimum working experience in any supply base operation and fuel operation.
  • Proficient in the use of SAP-Material Management Module and Microsoft office.
  • Proficient in the use of FMS (fuel management system) and powerBi reporting tools.
  • Proficient use of Excel
  • Effective communication in written and oral English.
  • Good use of measuring tools
  • Certified member CIPM is an advantage.
