Responsibilities


  • The purpose of the position is to provide oversight to HWM’s grants and contracts functions.
  • The Grants and Contract Manager is expected to work closely with local organizations and individuals with which Banyan Global enters into grant and contractual agreements.

Grants Design and Solicitation:

  • Work closely with HWM leadership and technical staff to design activities including, but not limited to, supporting the development of Notification of Funding Opportunities (NOFO) and facilitating the process of evaluation of grant applications to ensure adherence to grants management policies.
  • Work with grantees to develop grant budget estimates and review them for allowability, allocability, reasonableness, and consistency, as well as compliance with applicable USAID regulations and Banyan Global policies, as outlined in the Grants Manual.
  • Support the assessment of administrative and financial capacities of grant applicants.
  • Identify with the Home Office Contract Officer, DFA, and technical teams appropriate special award conditions and/or necessary capacity building for the grantees to strengthen results, minimize risk, and ensure compliance.
  • Ensure proper negotiation of the terms and conditions for grant agreements. 
  • Work with grantee and technical team to finalize grant agreements for approval and draft approval documents necessary to requests approvals from USAID.
  • Generate and review all aspects of grant agreements and schedule and facilitate kick-off and follow-up meetings to define roles, responsibilities, and timelines for grantees.
  • Work with the technical team to learn, adapt, and improve throughout the grant design and solicitation process.
  • Incorporate learnings, best practices, and innovative approaches into future grant design.

Grant Activity Management:

  • Work with grantees to ensure that activities are implemented in accordance with activity design and grant terms and conditions.
  • Provide guidance in the implementation of grants activities, including closure and disposition plans.
  • Serve as the focal point for the grant portfolio.
  • Monitor submission of grant deliverables and reports and coordinate with other team members for review and approval.
  • Monitor and track procurement activities for in-kind grants and delivery status of goods/services.
  • Ensure complete backup documentation for payments to grantees is submitted to HWM finance team.
  • With the support of the HWM management team, troubleshoot grants management challenges with grantees.
  • Share information with grantees ensuring cohesion and supporting collaborative engagement.
  • Attend meetings and events hosted by grantees.
  • Provide updates to and collaborate with staff on grant monitoring.
  • Track any leverage, contribution, or program income as required in the grant agreement and ensure compliance with audit requirements for grantees.
  • Ensure timely and well-documented close-out of grants, ensuring completeness and quality of grant files.

Contract Management:

  • Advise on the most appropriate contracting mechanisms as applicable.
  • Provide overall management, guidance and coordination of contract activities, including contract negotiation, reporting, and monitoring of implementation.
  • Coordinate the consultant’s engagement process, document and track consultant payments, levels of effort (LOEs), and filing.

Compliance and Reporting:

  • Ensure compliance with the HWM Grants Manual.
  • Document and share learnings to ensure best practices and improvements are incorporated into future grant programming.
  • Lead regular spot audits of grant files to ensure completeness, accuracy, and compliance.
  • Ensure that all grant activities are properly documented from the start of implementation to close-down using Banyan Global operations and grant management systems etc.
  • Support and use grant budget/funds monitoring tools.
  • Submit progress and status reports as required.

Qualifications and Skills
Applicants for these positions should possess the following minimum qualifications and skills:

  • Bachelor’s Degree in Finance, Accounting, Public Administration, Public Health, Social Sciences, Management, or other related fields
  • Eight years of experience working in international business and grants and contracts management; experience in USAID grant and contract management is preferred
  • Ability to identify time-sensitive demands and inquiries and respond effectively
  • Strong client and stakeholder management skills across all levels
  • Excellent organizational skills with a willingness to take initiative and be proactive in the granting and contracting
  • Excellent communications, facilitation, and negotiation skills
  • Experience in the administration of large, complex USAID-funded grants under contracts, and contracts is preferred
  • Proven expertise in process management and creative problem-solving
  • Proven knowledge and understanding of USAID rules and regulations and ability to apply these rules and regulations flexibly and creatively for tailored fit-for-purpose procurement processes and contracts or agreements
  • Ability to work in a fast-moving, fluid team setting with multiple stakeholders.
