Overview


  • The Project Support Staff is responsible for delivering comprehensive administrative and logistical support to ensure the seamless implementation and successful execution of the C19RM project. 
  • He plays a pivotal role in supporting the Senior Laboratory Advisor in the implementation of critical C19 response intervention areas such as surveillance, laboratory systems, COVID diagnostics and testing, risk communication and country level coordination and planning. 
  • Facilitating the attainment of project objectives and adherence to critical deadlines.
  • This position demands exceptional organizational prowess, unwavering attention to detail, and a proven ability to multitask effectively in a dynamic work environment.

Responsibilities

  • Provide administrative support to ensure smooth project operations.
  • Assist in the facilitation of logistics (hotels, flight tickets, etc.) for the implementation of activities across the 36 states and FCT, primarily for C19RM’s surveillance, laboratory systems, COVID diagnostics and testing, risk communication and country level coordination and planning intervention areas.
  • Support the coordination, documentation, reporting and retirement of all activities implemented under the surveillance, laboratory systems, COVID diagnostics and testing risk communication and country level coordination and planning intervention areas of the C19RM grant.
  • Support the Program officer to review the training database and update the training plan for C19RM’s surveillance, laboratory systems, COVID diagnostics and testing, risk communication and country level coordination and planning intervention areas
  • Support the Senior Lab advisor to monitor and ensure that progress of activities and work plans remains on schedule.
  • Liaise with the GFA attached to NCDC to resolve issues as may be necessary
  • Implement robust tracking mechanisms for activity files across all levels of approval and throughout various departments and units under the C19RM grant.
  • Review, maintain, and archive retirement documents from activities at the Principal Recipient (PR) level related to C19RM’s surveillance, laboratory systems, COVID diagnostics and testing, risk communication and country level coordination and planning intervention areas among others.
  • Participate in activity spot checks as may be required
  • Other duties as assigned.

Required Qualifications

  • HND or a First Degree in Basic / Health Sciences, Applied Sciences or its recognized equivalent.
  • Minimum of one year of pertinent experience within international development programs with fluency in English language.
  • Experience in a Global Fund project and programme management would be an advantage
  • Demonstrate basic accounting and financial management skills.
  • Demonstrated strong organizational and multitasking skills.
  • Demonstrate exceptional documentation abilities (strong oral and written communication skills).
  • Proficiency in Microsoft Office suites.
  • Unwavering attention to detail and robust problem-solving skills.
  • Proven experience with web-based applications, including email and browsing
  • Excellent writing and communications skills, including demonstrated technical writing skills for publication
  • Ability to work effectively with diverse international teams and willingness to learn and empower others

2.)Senior Program Manager

Overview

  • The Senior Program Manager will work with the project director and other project staff to provide strategic engagement with government of Nigeria agencies, contribute significantly to coordination, tracking of implementation, responsible for overall project reporting, technical project management, and accountability, including strategic, programmatic, technical, financial and grants management integrity for EGHS projects.
  • S/he will be responsible for oversight of workplan implementation, ensuring compliance donor and organizational regulations, developing monitoring and early warning systems and supporting in overall program management.
  • The Senior Program manager will ensure quality assessment and quality TA provision is achieved using quality improvement tools tacking system.
  • The Senior program manager will develop, maintain, strengthen and expand a quality collaborative approach and ensure effective program documentation.

Responsibilities

  • Supports in providing program management and technical oversight, ensuring implementation aligns with donor and GoN priority areas and are effectively and efficiently implemented.
  • Provides management support to enhance project performance management, work planning, project implementation, budget development and tracking, and stakeholders management within established policies and principles of Jhpiego, the laws of host country and within the regulations and standards set by the donor;
  • Ensures that rigorous analytical management systems are in place and support teams in compliance of these systems to achieve financial administrative and programmatic goals;
  • Oversees workplan monitoring systems development and implementation with documented tracking
  • Provide coordination of various administrative and finance support units to ensure projects receive the quality and quantity of services required in a timely manner;
  • Provides timely, accurate and top quality programmatic reports routinely and other contractual deliverables to Project director and donors as required;
  • Works with the Project leadership in communicating with donors and partners about the project
  • Contribute to program focused activity implementation, facilitate training, mentoring and coaching as required
  • Provide technical inputs to Global health security priorities across Surveillance, IHR, One health, risk communication and other areas
  • Adoption of quality improvement strategies to reinforce quality across program areas – Routinely measure quality improvement of the program areas in collaboration with program staff using standard templates
  • Coordinate project activities are executed successfully, completed within time frames and project scope achieved in quality
  • Coordinate GoN stakeholder’s engagement between PR, SRs and other partners for effective collaborations, engagement and inclusion
  • Support project budget monitoring to achieve financial, administrative, and programmatic goals
  • Guide and support in the establishing of sound management system to ensure cohesive implementation of project activities.
  • Contribute to scientific writing for development of manuscripts for publication and presentations as necessary
  • Facilitate knowledge management coordination, development and resource retention for the project, including lead communication external and internal
  • Remain informed on the current programs in Global health security fields by review of current literature and is alert to any implication of such strategic information for project activities.
  • Ensure that Jhpiego and EGHS projects delivers on all its promises to donors and other stakeholders (achieve set targets, deliver quality services) - Liaise with multiple stakeholders and collaborators to improve program efficiencies

Required Qualifications

  • Advanced Degree or equivalent experience in Public Health, Sociology, or related Health, Medical, or Social Science discipline; Masters-level Degree preferred.
  • Program management and Quality Improvement certification strongly preferred
  • Demonstrated experience working with CDC programs and strong familiarity working with Government of Nigeria (NACA, NCDC, FMOH) and others
  • 9+ years experience in management, operational and technical expertise with a preference in Global health security and public health program implementation
  • Familiarity with Nigeria’s health systems and reporting structure and demonstrated ability to collaborate with government level officials to strengthen program implementation
  • Excellent writing and communications skills, including demonstrated technical writing skills for publication
  • Ability to work effectively with diverse international teams and willingness to learn and empower others

3.) Senior Technical Advisor

Overview

  • The Senior Technical Advisor - EGHS will provide technical contribution, innovations and value adds to the Jhpiego Enhancing Global Health Security (EGHS) project interventions which includes surveillance and epidemiology, event-based surveillance, public health intelligence, IHR indicator-based surveillance within vertical disease program and other health security interventions.
  • S/He will work in collaboration with the government of Nigeria to improve the country’s capacity to prevent, detect and respond to emerging health threats.
  • In addition, the Senior Technical Advisor will work on coordinating technical deliverables and support the EGHS Director in coordinating deliverables from the technical team embedded with government agencies.

Responsibilities

  • Provide technical guidance and support in the implementation of the Enhancing Global health security project activities
  • Collaborate with the Nigeria Centre for Disease Control (NCDC), National Agency for the Control of AIDS (NACA), NPHCDA, other implementing partners and subnational to enhance surveillance and other EGHS intervention in alignment with donor policies and strategies.
  • Represent the project at stakeholders’ forums; build close working relationships with other GHS implementing partners and participate in stakeholder meetings and deliver presentations, as needed.
  • In collaboration with the EGHS project team, monitor implementation of technical activities on workplan and ensure implementation is based on scope, budget and within timelines
  • Develop technical EGHS training and resource tools including review and assessment
  • Plan, design and facilitate with EGHS team - high-quality training of health workers at national and subnational
  • Provide technical information, guidelines and resources to improve technical contribution of the project and technical teams
  • Actively maintain current knowledge of global health security, standards and guidelines, and any emerging technical innovations and advances.
  • Liaise with the global team to ensure approaches, training tools, job aids, and other approaches are in line with guidance from the global technical secretariat and adapted to Nigeria’s context.
  • Contribute to regular technical reporting on project progress; coordinate with the technical and Program teams to ensure implementation and reporting is in alignment with EGHS M&E and reporting requirements
  • Contribute significantly to scientific documentation and ensure project results are proactively disseminated, and learnings are shared and incorporated to continuously improve, including contribution to Knowledge management and communications for the project
  • Contribute to GHS related concept notes, proposals and new project designs
  • Mentor and support technical EGHS teams and coordinate implementation
  • Comply with Jhpiego and JHU operational policies and regulations.

Required Qualifications

  • A Clinician (MBChB or BSc Nursing); post-graduate training experience in vaccine programs and/or in Emergency Medicine /Critical Care/Infectious Diseases preferred
  • Over 9+ years of experience in related field.
  • Experience planning and working in public health programs Program
  • Demonstrated experience working with CDC and other donors.
  • Strong knowledge and experience with data use for decision making.
  • Experience in disease outbreak response and familiarity with other GHS project is an advantage.
  • Excellent skills in program decision making, facilitation, team building and coordination
  • Excellent writing and communications skills, including demonstrated technical writing skills for publication.
  • Fluency in English.
