Information Systems Manager at Action Against Hunger

Action Against Hunger works to save lives by combating hunger and diseases that threaten the lives of vulnerable communities, through nutrition, food security, water and sanitation, health and advocacy.

We are recruiting to fill the position below:

Job Position: Information Systems Manager
Job Location:

Proposed start date: November 2018
Line Manager: Monitoring and Evaluation Head of Department

Objective 1

  • Provide technical input in the formulation and integration of Management Information System technology

Tasks and Responsibilities:


  • Participate in the development of an information management strategy for the mission.
  • Conceive, edit and update information management systems.
  • Control saving and archiving of program data.
  • Ensure quality and security of program related data.

Objective 2

  • Management of MIS platforms (Including Red Rose and Kobo etc)

Tasks and Responsibilities:

  • Supervise forms coding and provide technical support.
  • Uploading and management of surveys form on MIS platforms.
  • Management of beneficiaries data.
  • Focal Point for all queries and issues coming from/for MIS platform.

Objective 3

  • Formulation and integration of Geographic Information System technology and other related spatial information applications, for operational programming needs

Tasks and Responsibilities:

  • Collect information and study trends for the preparation of maps and its documentation, as required for analysis or reporting needs.
  • Work closely with other technical staff in order to agree on the scope of regular mapping, define data needs, project requirements, required outputs, and participate in undertaking mapping.
  • Conduct research to locate and obtain updates of databases and geo-referenced data.
  • Create, organize and archive maps using GIS software and maintenance of reference data-sets for Action Against Hunger areas of operations.
  • Gather, analyze, and integrate spatial data from staff and determine how best the information can be displayed using GIS.
  • Compile geographic data from a variety of sources including field observation, satellite imagery, and existing maps.
  • Manage response and prioritization of requests for map products and services.

Internal & External Relationships
Internal:

  • M&E Deputy Manager: Technical hierarchical relationship - exchange of information, collaboration, coordination.
  • Project Manager: Operational hierarchical relationship– exchange of information, reporting, collaboration, coordination.
  • Project Officers: Ensure exchange of information, collaboration and coordination.
  • M&E Field Assistants: Manage M&E Field Assistants to ensure exchange of information, collaboration and coordination.
  • Other Action Against Hunger M&E staff: exchange of information, collaboration and coordination.

External:

  • Governmental and non-governmental partners : Exchange of information, coordination, training, supervision, influence on choice of technical options.
  • Representatives of international aid organizations : Exchange of information.
  • Representatives of donors : Exchange of information, technical discussions, project related exchanges.

Position Requirements

  • Minimum of a Bachelor's degree in management information systems, information technology, computer science or a related discipline.

Skills and Experience
Essentials:

  • A Minimum of 3 years in Management Information System related work experience.
  • Experience in data base management and mapping.
  • Professional, motivated, open, creative, mature, responsible, flexible and, culturally sensitive.
  • Strong organizational and analytical skills, and ability to work under pressure.
  • Excellent verbal and written skills in English.
  • Commitment to and understanding of Action Against Hunger aims, values and principles.
  • Excellent computer skills, particularly with SPSS and GIS.
  • Strong experience with cartography, infographics  and other GIS  platforms.
  • Willing and able to be based and travel regularly within remote areas, where services are limited.

Preferred:

  • Previous experience with Action Against Hunger or international NGO.
  • Experience in M&E.
  • Strong interpersonal and community norms understanding.
  • Experience in community development programming, preferably in nutrition, food security, livelihoods or WASH.
  • Experience with ODK and mobile data collection methodologies and devices.
  • Experience with participatory fieldwork methodologies.
