Street Child works in the fields of education, child protection and livelihoods, working to deliver sustainable solutions and create maximum impact. Our work combines counselling, family mediation, business support, school building, teacher training and child protection.  We were a key player in the Ebola crisis and led the global response for children orphaned by Ebola in Sierra Leone and Liberia. We deliver all our programmes through local partners and, since 2008, together we have built/renovated over 200 schools and are now helping to educate over 40,000 young people.

We are recruiting to fill the following positions below:

1.) Education Programme Manager

Job Location: Borno

Job Summary

• The ideal candidate will have a strong background in delivering education programming in humanitarian contexts, with a minimum of 4 years managerial experience.
• The successful candidate will also have proven coaching, mentorship, teamwork and communication skills, and excellent leadership ability.

Key Areas of Accountability
Technical Leadership & Representation:

• Provide rigorous technical support to improve the quality of Street Child of Nigeria’s education interventions across our programme portfolio.
• Formal and non-formal education system strengthening, Curriculum development, implementation of innovative education approaches. Understanding of TaRL, ABEP and other approaches to support education programme delivery.
• Lead the effort to improve active coordination and networking with government agencies, NGOs, UN agencies and other stakeholders in the Northeast region with the aim of building and maintaining a mutually beneficial strategic partnership.
• Establish, maintain, and improve active and regular working relationships and take the lead role in representing the principles and work of Street Child to representative of other NGOs, government authorities, cluster/coordination meetings, donors etc
• Work closely with key staff and partners in the design and development of new funding proposals and concepts by providing information and technical inputs to the project design.
• Take the lead in undertaking participatory assessments, surveys and planning new projects and initiatives as may be appropriate including conducting relevant research, proposal writing and programme documentations including human stories.
• Position Street Child effectively within the Education Sector infrastructure, ensuring alignment between different frameworks and actors working in Education, notably the Education Sector Working Group and Education in Emergencies Working Group
• Evaluating the effectiveness of educational programmes, policies, and procedures, and making recommendations for improvement
• Keep abreast, research, benchmark, introduce and implement best and cutting-edge practices on education management and information systems. Institutionalize and disseminate best practices and knowledge learned.

Programme Management & Delivery:

• Lead the preparation and implementation of programme-based work plans and M&E indicators in accordance with Street Child and donor guidelines to ensure effective delivery.
• Monitor and oversee the day-to-day implementation of education programmes to ensure programme objectives and targets are being realised.
• Lead education programme budget management, working with programme staff and partners to ensure that funds are spent in alignment with budgets and donor guidelines, and ensuring accurate and timely financial reporting.
• In collaboration with key staff and partners, prepare monthly, quarterly, semi-annual and annual reports of project interventions to the relevant donors, states and internal stakeholders as per agreed schedule.
• Work in collaboration with Street Child M&E Managers to ensure that a robust M&E framework is in place across all education programming, and that programme teams are capturing programme data and learning effectively.
• Conduct regular programme review meetings with the relevant partners and stakeholders to enhance information sharing and improve efficiency and effectiveness of programme implementation and operations.
• Maintain a high standard of transparency and accountability in the course of programme implementation.
• Supervise on-going program assessments, evaluation and operational research studies, and lead in utilizing the recommendations to improve programming.

• Ensure strong coordination and accountability across education partners and stakeholders, with clear roles, responsibilities and accountabilities communicated.
• Support, coach and performance manage education delivery partners to deliver results.
• Ensure timely, accurate and high quality financial and programmatic reporting by partners and take corrective actions as required.

Person Specification
Attributes / Essential / Beneficial:
Experience and Knowledge:

• Extensive Education background and other related experiences.
• Minimum of 4 years in managerial position within the context of humanitarian or and natural disasters setting.
• Demonstratable experience in education program management position with progressive responsibilities for an international NGO.
• Strong understanding of the Education in emergency operating context and the application of INEE MS.
• Experience engaging partners and strengthening partnerships. .
• Ability to provide technical leadership &/ strategic direction.
• Good understanding of the Nigerian humanitarian operating environment

2.) Finance Officer

Job Location: Maiduguri, Borno
Employment Type: Full-time

About the Role

• Street Child is looking for a dedicated finance officer for our office in Maiduguri with travels to Adamawa and Yobe States as may be required.
• Street Child is also planning to increase access to educational infrastructure for children in the BAY States of Nigeria.

Key Responsibilities

• To support the Finance Manager in the continued development and implementation of Street Child overriding financial management and reporting framework and financial policies.
• Responsible for the day-to-day general financial and administration of the organisation, assisting the Finance Manager and supporting the team.

Specific Responsibility
Financial Reporting and Grants Management:

• Review   payments,   purchase   authorizations   and   other   financial transactions to ensure compliance with Organisation’s policies, Generally Accepted Accounting Principles (GAAP) and donor’s rules/requirements.
• Maintain a system to monitor and forecast cash requirements to meet administrative and project expenditures.
• Establishes monthly cash requirements for the office and requests timely replenishments from Head office.
• Under the supervision of the Finance Manager, prepare monthly financial reports and activity-based budget versus expense project reports.
• Responsible for managing implementing partners on some projects.
• Support the Finance manager with the preparation of donor’s report and Street Child annual financial reports.

Administrative Tasks:

• To  provide general financial support as required for the office management and for the projects.
• To  prepare correspondence regarding taxation, social  and health insurance, NHF, for review and prompt remittances.
• Supports in preparation of monthly Bank Reconciliation
• To maintain a strong financial filling system and manage filing the financial documents in both hard and electronic form.
• Briefs new staff members or staff assigned to the Field on finance matters.
• In close coordination with Finance manager coordinate replies to finance related audit comments

Audit and Partnership:

• Ensure Implementing Partners submit timely and  accurate financial reports.
• Provide coaching and mentorship to partners’ Finance Staff in liaison with the Learning & Partnership Manager and the Finance Manager
• Obtain,analyse, and evaluate   accounting   documentation,   previous reports, data, flowcharts, etc.
• Prepare reports that reflect audit’s results and document process.

Qualifications and Experience

• University Degree in Finance and Accounting or other relevant disciplines.
• At least 2 years of experience in a Finance and Administration role with similar responsibilities.
• Experience working with an international NGO will be an advantage.
• Fluency in English and Hausa.
• Excellent interpersonal skills and ability to work in a team.
• Ability to work independently, prioritize tasks and to take initiative.

3.) Education Officer

Job Location: Sokoto
Job Field: Programmes
Reports to: Education Programme Manager
Duty Station: Sokoto state capital (including frequent field visits)
Contract Term: 1-year fixed term with the possibility of extension
Working Hours: Monday to Thursday 8:30am - 5:15pm, Friday 8:30am - 1:30pm

About the Role

• Street Child is looking for an education project officer to support program expansion work in the Northwest of Nigeria and to establish its presence in the Sokoto state through its education and protection work. Street Child seeks to provide quality inclusive education and protection for vulnerable children across the Northwest states by providing access to education, ensuring quality education through building the capacity of teachers, providing case management services to children, and supporting caregivers with economic empowerment.
• The main responsibility of the project officer will be to support the Education Programme Manager (EPM) to assess the current state of education in the northwest, establish contacts with education actors, and relevant state government MDAs, and conduct partner assessment and due diligence. Set up an operational base in Sokoto. Work closely with the EPM and partnership and proposal development coordinator to design and implement a resource mobilization plan for the Northwest.
• The project officer will work under the support and supervision of the EPM to develop work plans based on the identified gaps and will submit regular reports with evidence of the progress against the work plan and the objectives, achieving timely project outputs and outcomes.
• The position requires proven knowledge and experience of delivering integrated programming with technical skills in education and child protection in emergencies. The ideal candidate would have good communication skills, analytical thinking, innovative problem-solving skills, as well as creativity and flexibility.

Key Responsibilities
Leadership and Representation (40%):

• Actively participate in the Northwest coordination forum meetings/activities.
• Establish and maintain a good relationship with the relevant government agencies and line department and formalise relationships through the development of MoU.
• Demonstrate ability to work and deliver under pressure and tight deadlines with minimal supervision.
• Ensure that Street Child is well represented at strategic meetings within the area of operations.
• Demonstrate ability to work in flexible, sub-optimal, stressful and unstable environment.
• Establish and maintain good relationship with relevant education and protection CSO networks in the NW.
• Work closely with the Proposal and partnership manager to gather donor intelligence and support in proposal development.

Project Implementation (30%):

• In collaboration with the M&E team and with supervision from the EPM conduct an Education and protection rapid needs assessment or review current studies and data available to determine key areas of intervention.
• Support in the setup of new projects and partnerships.
• Support national implementing partners to reflect quarterly activity planning and budget forecasting in line with the timeline of the project.
• Ensure that all activities implemented are in line with budget expenditure and forecasting.
• Piloting and Implementation of the EIE curriculum.
• Monitoring of all activities implemented by partner staff, ensuring they are contributing to the targets and indicators outlined in the programme documents and results framework.
• Support Project Manager to develop quarterly workplans and budget forecasts.
• Report any issues with project implementation to Project Manager with suggestions for innovative solutions to challenges as they arise.
• Identify gaps in implementing partner capacity and support project manager and Partnership Coordinator.

Reporting (30%):

• Preparation of internal narrative progress reports on a monthly and quarterly basis, including submission of project case studies.
• Support project manager in preparation of donor narrative progress reports on a quarterly, midterm and annual basis, or additionally as requested.
• Conduct monthly BVA’s with the implementing partner to ensure accuracy of spending and identify any clear areas of over or underspend that may affect the project delivery timeline.
• Provide support to the project manager and MEAL team to prepare for required baseline, midline and end-line assessments.
• Ensure that implementing partners are submitting monthly narrative progress reports to Street Child in a timely manner, with support and guidance to improve reporting capacity.
• Support project manager with a review of monthly BVA’s and forecasting to ensure spending is in line with project timeline and activities implemented are in line with the work plan.
• Ensure there is a functioning information pathway with the submission of project data, MoV’s and activity reports to MEAL team in order for verification checks to be carried out.

Person Specification
Education / Qualifications:

• Master’s Degree in Social Science, Education or equivalent

Experience and Knowledge:

• Experience (at least 4 years) working in international development in programme management roles.
• Experience (at least 2 years) of working in North-west especially in Sokoto state.
• Demonstrable experience in working in education or other relevant sectors.
• Experience in managing teams.

Skills and Abilities:

• Strong analytical, reporting, strategic thinking, and planning skills.
• Strong monitoring and evaluation skills/experience.
