The Danish Refugee Council (DRC) is a private, independent, humanitarian organization working on all aspects of the refugee cause in more than 30 countries throughout the world. The aim of DRC is to protect refugees and internally displaced persons (IDPs) against persecution and to promote durable solutions to the problems of forced migration, on the basis of humanitarian principles and human rights. DRC works in accordance with the UN Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in Disaster Relief.

DRC has opened a new country programme in Nigeria focusing on responding to the huge humanitarian

DRC operations was initially focus on Yola and Mubi in Adamawa State, and has opened base in Maiduguri, Borno State and from there DRC has focus on meeting the basic needs (protection, WASH, food security and shelter) of urban caseloads as well as supporting outreach to affected areas and displacement camps. DRC also maintains a representational office in Abuja and a larger coordination and field based implementation office in Yola, Adamawa State. DRC is also currently assessing the possibility of operationalizing a hub in Yobe State.

Job Title: IT Assistant
Location:

Tasks and Responsibilities
As an integral staff member of the Danish Refugee Council, the IT Assistant will provide support to the programme by undertaking technical and practical IT tasks to ensure smooth, safe and efficient operation of IT support activities:
 

  • Ensure internet is operational at all times, and break-downs are addressed without delay in all sites offices
  • Ensure that software and licenses are in place and in line with DRC IT policies and guidelines.
  • Ensure that email systems have adequate protection and the antivirus is updated and installed in all DRC computers within Nigeria.
  • Ensure back-up of document in Yola office and support field offices in doing the same.
  • Hardware management and maintenance IT equipment.
  • Local access to all computers including printers, and Internet Access.
  • To undertake basic training for staff in Yola on computer handling, usage and email etiquette, rollout same training in other offices.
  • Reduce outsourcing IT services, such as printers and photocopiers wireless connectivity and preventive maintenance.

General Work and Filing:

Job Title: Procurement/Logistics Assistant

Job Description
Logistics:

  • Compliance procurement and equipment management of Yola office as defined in the Danish Refuegee Council’s Operations Handbook.

Administration:

  • Under the supervision of the Logistics Officer, support staff travel to and from DRC Yola office.

Procurement:
Upon the request of line manager, the logistics Assistant is to:

  • Undertake local purchasing in accordance with DRC’s Procurement Policy and Operations Handbook standards.
  • Ensure goods purchased are in accordance with specified requirements and match given specifications.
  • Negotiate for favourable terms for purchase, e.g. discounts and credit, and follow up with the Finance Department to ensure that payments are made to the suppliers promptly.

Tasks and Responsibilities

Fleet Management:

  • Ensure vehicle/s are properly cleaned, road worthy and utilized as per the organization’s polices and maintain documentations.
  • Ensure that the allocation of vehicle/s and driver/s is done in an effective manner, in response to authorized transportation requests.
  • Ensure issues related to maintenance are reported immediately to the Head of base or to the Logistics and Procurement Manager and to owner of the vehicle if hired.
  • Ensure copies of all Logbooks, Maintenance Reports, Fuel Reports and Mileage Reports exist in appropriate files for each month and all data are captured and reported.

Assets Management:
The logistics Assistant is expected to:

  • Maintain the records of Assets, Equipment for Yola office in line with the Assets recording system for the country programme.
  • Ensure that the assets that are issued to staff are authorized, recorded and necessary paper work exists as per the DRC policy.
  • Ensure that all assets are properly maintained and looked after. Any misuse and abuse is reported to the Logistics Manager and to the Yola head of base.

Inventories and Stock Management:
Assist the logistics officer in stock manager in:

  • Ensure that all stock items are properly stored and correctly recorded as per the guidelines and the warehouse/stores in Yola are well maintained.
  • Ensure that the movement of inventories To or From the warehouse & stores are correctly documented; authorized and paper work is done as per procedures.
  • Inform the relevant Programme staff/managers upon the receipts and dispatches and coordinate with them, as it may be necessary. Allow requesters inspection of items upon delivery.
  • Ensure stock movement documentations are updated and stock reports are produced on time.
  • Ensure stocks Reports are circulated to all sector Managers biweekly or on monthly basis and per request.
  • Support distributions of NFIs as required.

Power Systems Management:

  • Ensure all power generation equipment, electric appliances and power systems are well maintained
  • Ensure issues related to power systems are timely reported and solutions are sought under the guidance of the Logistics Manager.
  • Monthly reports of use and maintenance are produced and submitted to the Logistics Manager.

Transportation:

  • Arrange for transportation of goods as required and ensure accurate documentation maintained.
  • Arrange for the distribution of programme supplies as per plan and coordinate with programme teams.
  • Ensure safe transportation of programme mail pouches to the field offices and the relevant procedures are adhered to by the drivers and mail carriers.

General Work and Filing:

  • Implement standard DRC logistics systems and procedures
  • Ensure health and safety policy is implemented and matters related to are reported to the designated responsible manager.

  • As an integral staff member of the Danish Refugee Council, the Logistics and Procurement Manager will provide support to the programme by undertaking technical and practical operational tasks to ensure smooth, safe and efficient operation of logistical activities. The post holder will support the HoLP in the head office as well as other sub offices in Mubi, Abuja, Maiduguri and Damaturu.
  • The job holder may deputies the Head of Procurement and Logistics as required.

Under the supervision of HoLP:
Planning and Operation: The Logistics Manager will support HoLP on:

  • Implement sustainable and robust procurement and logistics systems for the efficient and effective delivery of operations in the area of operations following DRC/DDG’s operational handbook
  • Ensure the timely implementation of recommendations and improvements indicated by the Head of Logistics and Procurement or requested by Country Director/Head of Bases.
  • Support the HoLP in developing procurement plans in collaboration with the Project Managers, HoFA
  • Ensure efficient and timely ordering of all items procured to ensure timely access to necessary goods and services for the area of operation, including through delivery to point of distribution as necessary

Detailed Task and responsibilities
The logistics and Procurement Manager is expected to:

Procurement:
Upon the request of line manager, the Logistics and Procurement Manager is to:

  • To undertake local purchasing in accordance to DRC’s Procurement Policy and Operations Handbook standards.
  • Ensure goods purchased are in accordance with specified requirements and match given specifications.

  • Contribute in finalizing procurement requests for current grants as well as assisting in procurement plans.
  • Manage procurements ordered by the projects in a cost-effective and transparent manner in line with DRC and donor specific policies
  • Implement framework agreements and framework contracts for recurring and routine procurements
  • Oversee the development of vendor lists and supplier registration and conduct regular evaluation of existing suppliers and contractors
  • Ensure that all orders are tracked correctly and that order tracker is circulated to programme managers on biweekly basis

Warehousing:

Capacity building:

  • In consultation with HoLP, plan and manage the capacity building of all logistics and procurement staff, in addition to providing support to programme staff on procurement procedure

Fleet management:

  • Assist the management on fleet and driver’s management including movement planning, maintenance of vehicles/generators and services and ensuring they carry the correct equipment
  • Review effectiveness of existing fleet allocation system and provide recommendations for increased efficiency.
  • Oversee the compilation of regular fuel consumption reports and monthly vehicle utilization analysis and ensure adherence to DRC’s vehicle policy.
  • IT and Assets/Inventory
  • Support HoLP to ensure that appropriate IT systems and support is provided to all offices.
  • Oversee all tasks related to asset management including maintaining the asset register, asset cards and personal issue forms. Perform a quarterly physical asset check.

Key Requirements
Education:

  • Bachelor or Higher Diploma in Logistics or equivalent in Administration, Economics or Business.

Essential:

  • Progressive 2-5 years of experience in managing logistics and procurement in supply chain management in an emergency environment including procurement, transport and distribution, warehouse and stock management and vehicle and fleet management preferably in an INGO.

Job Title: Data Entry Officer
Location:

Tasks and Responsibilities
 

  • Responsibilities are to perform all sort of database relative work under the supervision of the Protection Manager and close coordination with other protection staff for collecting of data and information and to ensure maintain the highest levels of confidentiality.
  • Design and develop data base, record keeping and maintaining the data base.
  • Generate reports on a weekly and monthly basis. (Statistical & Graphical)
  • Modify existing databases and database management systems according to requirements.
  • Monitoring of data entry. After entry of the data the hard copies will be return to the respective teams. The ambiguous data forms will be returned to the respective community workers for accuracy.
  • Test programs or databases, correct errors and make necessary modifications.
  • Plan, coordinate and implement database security measures to safeguard information in client computer files against accidental or unauthorized damage, modification or disclosure.

  • Graduate degree or diploma in Computer Sciences or in Psychology, Social Work, Education, Law or a relevant equivalent
  • Two years’ experience in management of databases and data entry (ideally with non-profit and/or non-governmental organizations)
  • Excellent reporting skills using Excel and SQL /Access Reporting tools.
  • Demonstrable capacity for working effectively in a close, multi-disciplinary cooperative team environment

Protection monitoring and referrals:

  • Identification of the protection issues and concerns faced by the IDPs and host community to regular field visits.
  • Identify the and develop the referral contact sheets of different services proviers in the area.
  • Assist the CBPC and Protection Officer in the Mapping of services available for IDPs; Developing referral pathways/mechanisms;
  • Monitoring of the needs of displaced population with main focus on persons with special needs (women, children, elderly, disabled etc.);
  • Identification, Protection monitoring and Management of individual cases;
  • Assist and conduct protection monitoring, assessment, FGDs, Key informant interview
  • Planning/participation in group-based psychosocial support activities for men, women, adolescents and children
  • Planning/participation in Rapid Needs Assessments to understand protection needs of target populations;
  • Delivery of humanitarian aid
  • Formation of CBPC committing and holding of community meeting
  • Provide advice and guidance to CBPC as well as referrals to IDPs on issues related to accessing required services;

  • Good understanding of international human rights and principles of humanitarian work.
  • Good facilitation skills; experience designing and delivering training curricula, preferably focused on adult learning;
  • Ability and willingness to maintain regular presence at project sites and to work during irregular working hours and in insecure environments.

  • Planning/participation in Rapid Needs Assessments to understand protection needs of target populations;

  • Prepare high quality and timely internal reports and provide input in drafting donor reports and other project related documents as required.
  • Produce high quality and timely reports for DRC and donors within agreed deadlines.
  • Comply with all relevant DRC policies and procedures, particularly with respect to child protection, the code of conduct, and security.

Key Requirements

  • Graduate degree in Psychology, Social Work, Education, Law or a relevant equivalent.
  • At least 2-3 years of working experience in a social service, psychology, education, or development sector; Previous working experience with humanitarian agencies will be considered as a strong advantage;
  • Good understanding of international human rights and principles of humanitarian work.
  • Good facilitation skills; experience designing and delivering training curricula, preferably focused on adult learning;
  • Ability and willingness to maintain regular presence at project sites and to work during irregular working hours and in insecure environments.
  • Strong interpersonal, communication, and negotiation skills.
  • Positive ‘can-do’ attitude and resilience.
  • Good computer skills (Excel, Microsoft, PowerPoint and Outlook).
  • Fluency in English and local language is required.

Tasks and Responsibilities
Programme Implementation and supervision:

  • Monitor and supervise the implementation of Project activities at the field level, including appropriate documentation and management of protection cases (recorded incidents), Individual and Group intake form, IPA
  • Provide constant support to field team in different location and provide them on job guidance, training and coaching
  • Develop together with the team clear work plans on a weekly and monthly basis.
  • Prepare daily and weekly reports on project activities to share with the Protection Manager.
  • Ensure that the database records are regularly and timely updated
  • Assist and organize the protection assessment, survey, focus group discussion and meeting
  • Provide systematic analysis of collected data to highlight broad trends in cases/incidents and protection concerns. In the event of repeated, prevalent or serious incidents, refer to relevant DRC staff and organization for advocacy for further service provisions and on other protection-related matters.

Protection monitoring and referrals:

  • Assist the teams in Mapping of services available for IDPs; Developing referral pathways/mechanisms;
  • Monitoring of the needs of displaced population with main focus on persons with special needs (women, children, elderly, disabled etc.);
  • Management of individual cases; and ensure the database is updated and report or generated and shared with the concerns agencies for further assistant to the affected communities.

  • Skills and experience in Assessment, project/programme planning, delivery, monitoring, review and evaluation
  • Working knowledge of relevant protection frameworks and International Humanitarian, Human Rights and Refugee Law
  • Good facilitation skills; experience designing and delivering training curricula, preferably focused on adult learning;
  • Ability and willingness to maintain regular presence at project sites and to work during irregular working hours and in insecure environments.
