1.) Data Analytics and Dashboard Consultant

Job Summary
- To effectively track progress and inform decision-making for the 200 PHCs Revitalization Project, dedicated support is needed to manage monitoring data, develop user-friendly dashboards, and generate technical insights. The consultant will strengthen real-time reporting and ensure project teams have access to timely, accurate information.
Job Details
Main Responsibilities and Tasks:
- Collect and compile monitoring data from field engineers and partners.
- Clean and organize data for analysis and reporting.
- Develop and maintain interactive dashboards to track project implementation (e.g., facility handover, construction progress, equipment delivery).
- Generate regular summary reports and insights to inform planning and reviews.
- Support coordination with field teams to improve data quality and timeliness.
Deliverables:
- Interactive project dashboard (initial version + regular updates)
- Frequent (Daily/Weekly/Fortnightly/monthly/quarterly) data summary and progress reports
- Cleaned and structured datasets
- Technical briefings on project trends and implementation status
- End-of-assignment report with recommendations
Requirements
Education:
- Degree in Data Science, Financing, Economics, Public Health, Statistics, or related field
Language:
- English
Work Experience:
- Experience in data analysis and dashboard development (Power BI, Excel, etc.)
- Strong understanding of monitoring systems and project reporting.
- Excellent coordination and communication skills.
- Prior experience with health or infrastructure projects is an advantage

2.) Health Consultant, Public Health Emergency and Resilient PHC

Job Summary
- Nigeria faces poor health outcomes and incessant outbreaks of (vaccine) preventable diseases. For the past three years, Nigeria has been grappling with its worst diphtheria outbreak in decades, with an estimated 43,983 cases and 1,385 deaths from 2022 till date. Between January 1 and May 22, 2025, Nigeria reported 1,307 suspected cholera cases across 30 states and 98 Local Government Areas (LGAs).
- Outbreaks of Mpox, measles, and meningitis have occurred across States, in cyclical period, in the last decade.
- Climate change related emergencies – floods and droughts – remain of huge concern, worsening already weak health systems and exacerbating morbidities and mortalities across Nigeria.
- UNICEF supports the government of Nigeria in primary health systems development, disease prevention (including immunization), and outbreak response. Through a comprehensive multi-sectoral approach, UNICEF programs aim to build resilient primary health care systems that enable outbreak risk mapping, preparedness, and response through support to national and state authorities.
- A Public Health Emergency and Resilient PHC Consultant is needed to support effective support in the PHE program area.
- The Consultant will work within the Health Systems Strengthening Cluster to support coordination of the multi-sectoral support program.
Main Responsibilities and Tasks
- Contribute to national reports on emerging and ongoing public health events, including climate-related crises (floods, drought), disease outbreaks (mpox, cholera) VPDs), and cross-border health issues, providing recommendations for UNICEF’s focus.
- Support the development and use of risk assessment tools in priority states experiencing crises, supporting risk-informed planning and risk
mapping at the national and subnational levels. - Collaborate with national, state, development partners’ health emergency focal points and partners to conduct risk assessments, develop analytics and dashboards on health emergency risks and provide regular updates to UNICEF
- Contribute to review and update of national and UNICEF’s SoP for public health emergencies.
- Support planning and coordination of UNICEF’s multisectoral responses to public health emergencies in accordance with the programs SoP.
- Support forecasting, procurement, prepositioning, and tracking of essential outbreak response supplies for UNICEF-supported PHE program.
- Contribute to drafting of UNICEF’s quarterly country and state specific PHE reports.
- Contribute to development of integrated PHE resilience plans within primary health care systems.
- Support resource mobilization efforts for PHEs in Nigeria.
Deliverables:
- Weekly national (and State specific) PHE sitreps.
- Updated quarterly outbreak risk assessment tools for Nigeria and States.
- Monthly updates of national Incident Action Plans for ongoing outbreaks.
- Integrated national and State outbreak response reports.
- Monthly NCDC PHE Technical Committee meetings reports
Requirements
Education:
- Master’s degree, or its equivalent in any of the following areas: Epidemiology, Public Health, Health Sciences, Health Education and Promotion, Health systems, psychology, Sociology and Social Sciences or another related field.
Language:
- Fluency in English language and writing skills
Work Experience:
- At least 5 years of experience in PHC and Emergency management, disease surveillance and outbreak response programming at national and sub-national levels.
- Solid experience multi-sectorial coordination, Results-Based Measurement and in health programme monitoring and evaluation.

3.) State Health Facilitator

Job Summary
- In partnership with the China Export-Import (EXIM) Bank and CGCOC Group, UNICEF is supporting the Government of Nigeria to deliver a comprehensive approach to water, sanitation, and hygiene (WASH) and primary health care in the Federal Capital Territory (FCT). Building on the Abuja Water Supply Project—which provides piped water to over 1.5 million residents, this new programme, implemented through UNICEF, aims to amplify the social impact of the existing infrastructure.
- By combining reliable water supply with robust sanitation and hygiene services, health system strengthening, and community engagement, the initiative seeks to improve the health and well-being of vulnerable households, pregnant women, newborns and children.
- In alignment with Nigeria’s national development strategies and global commitments to the Sustainable Development Goals (SDGs), the partnership represents a significant opportunity to contribute towards achieving SDGs 3, 6, and 17, ensuring a safer, more equitable, and sustainable future for communities across the FCT.
- The State Health Facilitator is the focal point of UNICEF’s technical assistance to FCTA health department towards the delivery of the initiative. He further performs coordination and liaison roles for the initiative, representing UNICEF’s interests and priorities towards effective partnership for the intervention.
Main Responsibilities and Tasks
- Provide technical support to FCT management towards the effective implementation of the Strengthening Inclusive Health Outcomes through an
Integrated WASH and Health Programme in the Federal Capital Territory - Support the planning, implementation, and monitoring of PHC programs/interventions in FCT, its LGAs, and communities: Support the development
of project specific work plans as integral to the overall FCT AoPs. - Support multi-sectoral PHC programming in FCT, including integration with WaSH, nutrition, SBC, and child protection.
- Work with FCTA to conduct evidence based PHC performance review for FCT.
- Contribute to the development of data-related capacity, tools, evidence generation and/or systems for programme monitoring and learning plan
- Contribute to the implementation of all UNICEGF supported programs in FCTA, including PHC Leadership challenge, immunization and RMNCAH
programs. - Contribute to the tracking and reporting of public health emergencies, and to the execution of FCTA PHE response plan.
- Render monthly program updates and implementation reports for PHC delivery in FCT, including reporting, documentation and development of
program-related knowledge products.
Deliverables

- Monthly FCT HMIS reports, including evidence of complete reporting from all FCT HFs.
