Quality Health Safety and Environment and Facility Manager

Ability to pay attention to details to ensure full compliance to the organization safety

rules/policy in relations to environment, rules and policies as attached and of the

following:

• Personnel conduct at site

• Drugs and alcohol

• Housekeeping

• Injury reporting

• PPE usage

• Equipment operation

• Lock Out Tag Out (electrical safety)

• Emergency Preparedness and Business continuity

• Liaise with clients on meetings and strategy engagement.

• Develop and implement the departmental budget

• Align the facility’s strategic requirements with the entire organization’s requirements.


• Access what services are needed to meet organizational business requirements

• Manage and oversee the disposal of waste generated on sites and offices.

• Manage and Oversee the QMS and ISO certifications and other certifications of the

organization.

• Other job-related tasks as assigned by the Management

 

A. QHSE monthly spot-check in the following areas and verify functionality and record 

sent to the management

• Electrical equipment

• Earthing of all telecom’s equipment

• Working material/tool

• Waste collection

• Unsafe condition and unsafe act

• Safety sign

• General condition of the site

Monitor the prevailing working conditions and ensures safe working practices in the

company/site with reference to the signed Service Level Agreement and the

organization’s safety policy

 

B. Conduct safety induction/risk analysis as project requires prior to the

commencement of the task, these shall include:

• Summary of the project and employee contribution

• Telecom site plan and layout

• Safety hazard on site

• PPE regulation

• Emergency preparedness and response

• Drug and alcohol policy

• Competency and certificate

• First aid and medical facilities

• Safety meeting

• Safety incentives

• Transportation

 

C. Pre-inspection of work environment, tools & materials before critical job task

commences:

• Job hazard analysis of all tasks assigned

• Execution of toolbox meeting at site level

• Inspect and monitor all site activities and give advice, when necessary, by:

o Location

o Findings

o Recommended action

o Critically

o Action party

o Close out date

• Prepare all necessary reports and audit as the task requires.

• Leading and lagging indicators

 

D. Ensure compliance to organization’s / client job procedures and safety standards

always.

• Ensure employees and other persons/agencies providing services are aware of and

comply with the HSE Incident Prevention Management Policy

• Facilitate training such as Pre-Task Talk, Toolbox Talk, Job Safety Analysis (JSA), for

employees to comply with the company policy

• Monitor and conduct regular site inspection, compliance with the policy and related

procedures, protocols, and guidelines with each task.

• Ensure that safety incidents are reported, managed, and investigated, and

safety recommendations are implemented in a timely and cost-effective manner

• To follow the correct HSE processes relating to safe workplace

 

E. Ensure that all employee/subcontractors takes an undertaken for the

collection and usage PPE at the commencement of any task.

 

F. Review quarterly, monthly, and weekly HSE activities which includes

implementation and performance monitoring.

The company corporate HSE Policy developed has a detail requirement to implement the

following and execute performance measure with the following:

• Meeting HSE objective

• HSE scheduled programs

• Training in HSE courses

• Inspection and corrective Action

• Non-compliance and corrective action

• Incident investigation, reporting and follow-up

• Statistical indicators

 

G. Ensure all sites are cleaned up (janitorial activities) on monthly basis.

• P:S Clean-up is not limited to janitorial, It includes tidying up the workplace area;

cable relaying, scrap management, spill management, environmental assessment, etc.
