Overall Purpose

  • The Programme Officer will provide quality service to ActionAid Nigeria in delivering on the Youth Organising and Leadership Programme and support the Governance team to deepen its Accountability, Learning & Planning Systems (ALPS) processes. He/she will be expected to support the implementation of the YOL programme,  undertake effective and appropriate documentation and shared learning systems, that will collectively contribute to improved programme quality and impact towards realisation of the programme objectives.
  • The post holder will also support all processes related to the monitoring and evaluation of the Project, ensure close linkage with respective Project Officers and provide support to the Governance Unit initiatives; as well as conduct relevant data search that provide evidence for AAN’s policy and programming work with young people.

Specific Duties and Responsibilities
Programme:

  • Support the implementation of the YOL project in all its project locations, coordination of Activista and AAN youth engagement
  • Support annual planning, develop quarterly plans and budgets within the framework of the YOL programme in general but particularly the agreed objectives and outputs for the year
  • Build a movement of young people with the requisite political knowledge and capacity for engagement in line with AAN movement and Country Strategy objectives
  • Provide support for youth engagement in policy influencing, advocacy and campaignin YOL and broader ActionAid Governance engagement
  • Support capacity building of youths, partners etc on influencing and drive influencing engagement locally and nationally.
  • Support knowledge generation and alternatives on official youth policy and programs from the perspective AAN
  • Monitor, document, and share critical debate around youth issues for programme adaptation and management
  • Support capacity development for Activista and other youth platforms on the YOL programme
  • Serve as the link between Activista and other supported youth platforms in the YOL Programme with broader youth networks, organising spaces and mass organisations she works with, i.e. #NTYTR, NLC Youth Wing, Youth Wings of Political Parties, Tax Justice Network and other broad based platform
  • Manage correspondence and linkage for YOL, Activista and AAN Youth engagement with broader national and international youth engagement platforms and policy spaces

Documentation:

  • Support the Impact Assessment and Shared Learning unit in documenting key processes for the units data and information needs
  • Collate and submit monthly and quarterly report on the implementation of the YOL programme project in line with agreed templates and donor requirement
  • Maintain a database of project documentation and ensure all documents and documentations are recorded, archived and stored appropriately
  • Support ACTIVISTA in the development and maintenance of records and documentation of its processes

Finance and Logistics:

  • Support procurement and financial processes including budget preparation, cash advance and retirements and ensure all finance documents are recorded, archived and stored appropriately

Representation:

  • Participate at relevant initiatives and campaigns of broad basedyouth platforms that AAN belongs to or may deem relevant to her goals and objectives.
  • Represent the Governance manager at relevant national youth advocacy networks and initiatives.

Internal Relationships:

  • Entire AAN team

External Relationships:

  • CSOs, youth organisations, students’ unions, labour organisations and relevant government agencies.

Persons Specifications
Education/Qualification:

  • First degree in Social Sciences or Arts/Humanities

Experience:

  • At least three years post NYSC experience two of which should be in Governance/youth related programme in the development sector.
  • Experience in researching and analytical report writing
  • Excellent working knowledge of Excel, Word & Outlook (MS Office in general)

Skill Abilities:

  • Excellent analytical skills
  • Ability to implement data management systems
  • Fluency in spoken and written English language
  • Highly numerate
  • Excellent planning and prioritization skills
  • Multi-tasking skills
  • Excellent (proven) interpersonal skills
