Specific Duties & Responsibilities

  • Provide technical and administrative support for all SI activities in the state, working collaboratively with the SI Manager.
  • Responsible for analyzing program data to generate critical information, lead discussions on findings and provide feedback to stakeholders and program teams on project performance in line with set targets.
  • Support the supervision and review of regular data collection processes across implementing entities and ensure quality of the data is in the acceptable range of 95% -105%.
  • Facilitate conduct of random and complete verifications and validations, while preserving data in a safe and accessible way across reporting platforms in collaboration with the HI team
  • Support the provision of technical support on all SI and evidence-based recommendations to the relevant program team and stakeholders with focus on assigned thematic areas
  • Provide oversight and support for use of program Monitoring and Evaluation tools across all supported entities. validation processes and conduct completeness, consistency and accuracy check on all data including EMR extracts before upload before submission to country office or state level for upload to USG/CDC/PEPFAR DATIM/DHIS, and NDR on a quarterly, semiannual and annual reporting cycles for assigned supported entities.
  • Serve as the interface and point of contact for internal and external Data Quality Assurance exercises by Donor and GON
  • Lead identification of capacity building needs for the state SI team and facilitate related processes to ensure systems are optimized across satellite locations
  • Coordinate, collate and transmit state SI narrative report on monthly and quarterly basis
  • Support processes to ensure complete treatment data reflects 100% on the NDR routinely
  • Support and facilitate the implementation of SI field activities and ensure they adhere to the organization’s, GON and USG monitoring and evaluation system
  • Provide oversight for the regular data collection across implementing entities and ensure the quality of the data by random verifications and validations while preserving data in a safe and accessible way
  • Supervise the implementation of SI field activities and ensure they adhere to the organization, GON and USG Monitoring and Evaluation system
  • Coordinate and engage supported entities andstate stakeholders to collect data against agreed indicators in line with GON and USG requirements.
  • Support engagement with state officials to improve state level reporting of data and promote data use.
  • Support the coordination of surveillance activities in the state in collaboration with CO point of contact for surveillance and evaluation
  • Good facilitation skills and knowledge of the current National HIV harmonized tools
  • Perform any other duties assigned.

Qualifications & Experience

  • Minimum of a University Degree in Business, Social Sciences, Natural Sciences, Computer Science, Public Health, Pharmacy or any related field
  • A minimum of 6 years of experience in reporting and managing state level data with local or International NGOs; preferably in HIV Care and treatment
  • A Masters Degree in Statistics, Public health, Epidemiology, Health Management or related fields will be an advantage
  • Experience with DHIS, DATIM, and NDR use Knowledge of MS Word, Excel and Access required;
  • Experience with data form design, collection and data entry;
  • Demonstrated ability to work cooperatively as a member of a team and support technical teams effectively.
  • Ability to analyze and interpret large amount of information.
