Logistics Officer Vacancy at Norwegian Refugee Council


The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, emergency food security, and water, sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters, NORCAP, with 650 professionals, ready to be deployed on 72 hours’ notice when a crisis occurs.

We are recruiting to fill the position below:

Job Position: Logistics Officer

Main Responsibilities

  • The purpose of the officer position is day to day implementation of the support functions responsibilities. Use actions words such as ensure, implement or assist for the position relevant responsibilities.

Generic Responsibilities (max 10)

  • Ensure proper filing of documents
  • Promote and share ideas for improvement of the support function
  • Ensure adherence with NRC policies, tools, handbooks and guidelines
  • Implement delegated support function portfolio according to plan of action
  • Prepare and develop status reports as required by management

Specific Responsibilities

  • These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.
  • Conduct regular spot checks of assets such as vehicles and generators in the Field Offices.
  • Participate in assets and stock counts, once every quarter.
  • Monitor the use of vehicles and generators by ensuring that log books for both are checked and signed regularly.
  • Ensure proper handover, including signatures, for all equipment allocated to NRC staff.
  • Supervision of the Field Logistics Assistants
  • Prepare all Logistics purchase requisitions for Field Offices ensuring that they are completed accurately.
  • Prepare Military Clearances for the delivery of goods to field locations as requested.
  • Ensure NRC assets management system are in place and followed at field level
  • Ensure all NRC assets/premises are in good conditions and monitor maintenance/repairs.
  • Conduct Fleet checks to ensure that all Field based vehicles are properly registered and insured and that all basic equipment required as per Logistics requirements are in each vehicle.
  • Ensure anti-corruption, transparency and cost efficiency principles in all processes (e.g. in procurement, vehicle management, asset management, warehousing)
  • Ensure safe and efficient transport of staff and materials/goods

Critical interfaces:

  • By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
  • Implementation - Logistics Coordinator, Field Logistics Assistants
  • Followup of procurement of requested procurement - Procurement Officer
  • Followup of Admin related Field issues, especially maintenance and repairs of facilities - HR Coordinator/Admin Officer
  • Coordination for the movement of materials - Programme Development Managers -
  • Coordination of Field office operations and requirements - Area Manager
  • Logistics Technical support for Field Offices - Logistics Manager

Scale and Scope of Position

  • Staff: 3 Field Logistics Assistants

  • Stakeholders: Key external stakeholders the post has relationships with - UN agencies (Logistics Cluster), INGOs, local NGOs,  governmental bodies: Military for clearance

  • Information: Brief description of the information resources the postholder is responsible for at CO level:Agresso Procurement, Agresso Assets, Intranet- Logistics Handbook and Donor/NRC policies and procedures

Required Qualifications

  • Experience from working as a Logistics Officer in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Fluency in English and Hausa

  • Commencement: December 2017
  • Duration: 12 months
  • Salary/benefits: According to NRC’s general directions.
  • Duty station: Maiduguri, with frequent travels. Travel outside Maiduguri is dependent on changing security conditions, especially for certain roads in the area.
